Ronald Fong assumed the reigns of the California Grocers Association (CGA) as President and Chief Executive Officer on March 31, 2008.
Ron joined CGA after 12 years with the California Credit Union League (CCUL) where he was Vice President of State Government Affairs. He was responsible for the League’s 10-person Sacramento office and directed its advocacy program.
Prior to that, he was Corporate President for United Market, Inc., his family’s independent grocery company operating neighborhood stores in the Sacramento region. He grew up working in his family’s stores and understands the grocery industry from the backroom to the boardroom. His grandfather started Carmichael Supermarket in 1941, the first grocery market in his home town of Carmichael.
During his short tenure at CGA, he is credited with overhauling the government relations program, including the appointment of a new veteran lobbying and political team. Ron also introduced the “Three Legged Stool” program to CGA, which emphasizes a multi-pronged and simultaneous approach to government relations.
He oversees and leads the strategy of the Association’s senior management team, which has made significant and well received changes to CGA’s government relations, member services, conferences and communication programs.
In 2015, Ron received the Donald H. MacManus Award from the Food Marketing Institute, the highest recognition for a state affairs executive. (see Related Links below)
In 2016, Ron was elected to The California State University Foundation Board of Governors.The CSU Board of Governors oversees the CSU Foundation: the university’s central foundation that aims to strengthen the financial capacity of the CSU and broaden access to a high quality education. The Board represents a cross-section of business, community, cultural and educational leaders with a shared commitment to uphold and advance the mission and goals of the university. Read more here.
Ron also serves as President of the California Grocers Association Educational Foundation. As President, he oversees the Foundation’s expanding education, research, career development and college scholarship programs. The Foundation provides financial support for educational programs, including college scholarships and career development, and industry research projects.
Ron is a board member of the Food Industry Association Executives (FIAE) and a member of the Food Marketing Institute’s Government Relations Committee. In 2007, he was invited to join a California Joint Legislature Delegation to China.
Ron, his wife, Carol, and a son reside in Carmichael, CA.
Keri Askew Bailey

Keri has worked in California’s public policy arena for nearly two decades, beginning her career as a paid campaign staffer, transitioning to work in the Legislature where she advanced through the ranks from policy aide to Chief of Staff.
For the past six years, Keri has worked in the “Third House” as a policy advocate and program manager. She has developed a deep knowledge of the policy process in California and works to achieve outcomes that work for the businesses she represents given the political realities of state and local governments.
Her policy experience in the State Legislature included more than a decade of work in the insurance, banking, finance, tax, and health arenas as well as significant work with a burgeoning “Moderate Caucus” of Democrats in the mid-1990s. Prior to transitioning to the world of direct advocacy, Askew Bailey served for five years as Chief of Staff to a member of the State Assembly, managing policy and personnel issues for both the Capitol and District offices.
Askew Bailey joined the California Grocers Association in 2009 as Vice President of Government Relations. Key responsibilities include functioning as CGA’s chief lobbyist, managing three in-house and two contract lobbyists, and taking responsibility for the long-term strategic development of CGA’s overall GR program.
While at CGA, Keri has worked on significant policy issues including Proposition 65, the Green Chemistry Initiative, a proposed statewide ban on single-use plastic grocery bags, and attempts to curb deployment of assisted self-checkout technology in the state. She has also worked to increase CGA’s visibility in the State Capitol and in local City Council and Board of Supervisors chambers across the State. In addition, she had spearheaded the launch of several grassroots programs to help connect grocers with the policy makers that represent them.

Askew Bailey has worked to help foster CGA’s participation in several initiatives including the FreshWorks Fund intended to help bring grocery stores to underserved areas of California. Askew Bailey resides in Sacramento with her husband, children and grandchildren.

Doug has more than 23 years of experience in marketing and partner development for the sports, entertainment and travel-related industries. He brings to CGA a strategic and analytical approach to problem solving that includes realizing new opportunities and managing detailed execution.
Prior to joining CGA, Doug was Director of Partner Marketing for the Sacramento Convention & Visitors Bureau in Sacramento, CA. In that capacity, Doug developed and maintained integrated marketing partnerships with key stakeholders and corporate partners to extend the image, reach and impact of consumer marketing programs and community events.
His previous employment includes Director of Sales and Premium Seating for Maloof Sports and Entertainment, Sales and Strategic Partnership Manager for Viacom International, Paramount Parks Division and Conference Marketing and Sales Manger for Viacom International.
Doug joined CGA in 2010 as Senior Director, Business Development and Strategic Partnerships. In 2012, Doug was named Vice President, Business Development & Marketing. In 2014, he was promoted to Senior Vice President, Business Development and Marketing. He is responsible for leading the Association’s member engagement, revenue development and overseeing the creation and execution of the marketing strategies to enhance CGA’s overall image. In addition, he will oversee the Association’s communications department.
Doug was graduated from Santa Clara University with a B.S. in Commerce with a marketing emphasis.

Dave is the Association’s unofficial historian, having worked for CGA for almost 25 years. In his quarter century of service, his main responsibility has been overseeing the Association’s communications program, including publication of its award-winning magazine, California Grocer.
Prior to joining CGA in 1987, Dave worked for four years as Associate Editor for the California Dental Association. In that capacity, he was responsible for content development, editing and publication production.
Dave was graduated from Brigham Young University in 1980 with a B.A. in Communications. After graduating he was a reporter for the Provo Daily Heraldand the statewide Deseret News in Salt Lake City.
As Communications Vice President, Dave is responsible for all printed and electronic communication including the Association’s bi-monthly magazine California Grocer, the weekly Checkout e-newsletter, website, Buyers’ Guide, as well as other electronic communication.
In addition to overseeing all publications, Dave handles the Association’s media relations, loss prevention programs and emergency management.

Shiloh joined the California Grocers Association Educational Foundation as its first Executive Director in June of 2012. Due to the tremendous growth of the Foundation and its interest in expanding its offerings, the CGAEF Board of Trustees determined a full time Executive Director was needed.
As Executive Director, Shiloh provides leadership in implementing the Foundation’s strategic plan, developing and managing educational programs, overseeing fundraising and creating greater awareness for the Foundation within California’s grocery industry.
Prior to this new role, London’s professional experience included serving as Executive Director, Business Development for the Foundation for California Community Colleges and as Senior Campaign Director for United Way California Capital Region.
