On Thursday Carmel issued an order allowing police officers to issue $100 fines to people relaxing at the beach. People can also be fined just for bringing beach equipment, coolers, umbrellas or chairs to the beach. The city is also requiring face coverings throughout the city, also enforceable with a $100 fine.
