Organized retail crime (ORC) is not a new issue, but a growing one which has attracted the attention of retailers across the country, local and federal law enforcement, all of whom are banding together to combat what could be one of the most insidious and far-reaching threats to the retail industry’s profitability and security. ORC Legislation
Federal - In January of 2006, President George W. Bush signed legislation calling for the attorney general to establish an ORC Task Force within the Federal Bureau of Investigation (FBI) that will be directed to work closely with the retail community on creating a national database or clearinghouse to be housed in the private sector to identify where ORC crimes are being committed. This information will help the FBI quickly identify “hot spots” throughout the United States so the it can deploy agents and resources more efficiently.

The law also provides for a concise working definition on ORC crimes. It authorizes $5 million for establishing and maintaining the national database and educating and training federal law enforcement agents to investigate and prosecute ORC gang members.
